A 250 is minimum for freeway use. I have a 110; it can do 90 kph but only on the flat.

Low end scooters do not travel at 60 or 70 on this planet.
They generally peak at 40. Some at less. !,300 is not a
sum that will purchase faster. 4,000 will buy you Yamaha
2008 TW200-B dual-sport machine that peaks at 55 and
it isn't a scooter.
If you're looking to ride on the parkway. Go with 250cc or over(example: Honda Helix). Since you say that you'll be mainly riding around town and if you don't mind taking the service roads. Taking the service roads(Usually parallel to the thruways, parkways, etc) is safer . Go with a 125-150cc.
TIPS:
Get one thats comfortable. You don't want something too small or big. Check with your DMV about needing a motorcycle(M/C)license. Most states require M/C license, registration and insurance for anything above a 50cc. Don't buy Chinese or a scooter from ';Pep Boys';. You'll want something that can be repaired and the parts are available. Pickup an issue of ';SCOOT! magazine';. Certain times a year they have a buyers guide.
